HBOR Contract on Financing Construction of New Building of Institute for Emergency Medicine of the County of Primorje and Gorski Kotar Signed
The Croatian Bank for Reconstruction and Development (HBOR) approved a EUR 8.9 million loan to the County of Primorje and Gorski Kotar County for the construction of and equipment for the Institute for Emergency Medicine of the County of Primorje and Gorski Kotar. This project, which is part of the Rujevica Zapad Health Centre, was financed at an interest rate subsidy under the National Recovery and Resilience Plan.

The contract was signed on 3 July 2024 at the headquarters of the County of Primorje and Gorski Kotar by Hrvoje Čuvalo, President of HBOR’s Management Board, and Zlatko Komadina, Prefect.

“This project is of great importance to us. We are creating a new health centre in Rujevica for our citizens to have an even better health care system in terms of the conditions for providing services,” said the Prefect and thanked HBOR for supporting the County in this capital project, stressing that the loan would ensure quick realisation of the project and that the Country of Primorje and Gorski Kotar had financed projects from the regular budget or with European funds until then.

“The interest rate subsidy under the National Recovery and Resilience Plan has made it possible to save almost one million Euros on financing costs, which is a significant amount, and we are glad that HBOR has managed to provide such favourable finance conditions. We expect that this investment will significantly contribute to the improvement of emergency medical services and improve the safety and quality of life of the citizens in the County of Primorje and Gorski Kotar,” said Hrvoje Čuvalo, President of HBOR’s Management Board.

Čuvalo also praised the cooperation with the private sector in the County, pointing out that, in the last ten years, HBOR had financed approximately 1,600 projects in the County totalling around one billion Euros. He said that to be an annual average of ca. EUR 100 million in investments, and that the County of Primorje and Gorski Kotar was at the very top in Croatia in terms of the use of HBOR funding.

Senka Kajčić, Director of the Institute for Emergency Medicine of the County of Primorje and Gorski Kotar, thanked the County and HBOR for recognising the importance of emergency medicine and seeing the need to unify all components at one location, which currently operated in three locations. With the new building, emergency medicine got not only a new and adequate space, but also the potential for additional progress, she said.

The loan repayment period is 15 years, and the interest rate is 3.54 percent fixed per annum, of which 1.52 percentage points are subsidised for the amount of capital investment without VAT. In this way, the County will ultimately pay almost one million Euros less in interest.

To reiterate, the Rujevica Zapad Health Centre project, in addition to the construction of facilities for the Institute for Emergency Medicine of the County, includes the construction of a helipad and of facilities for the activities of the Croatian Mountain Rescue Service (HGSS) as well as the construction of an internal road and a car park with infrastructure worth a total of around EUR 10 million. Consolidation of emergency services in one place will contribute to the improvement of health standards and the protection and rescue system in the County. The planned completion date of the project is the end of 2025.

The contract signing ceremony was attended by Krešimir Parat, Head of Budget, Finance and Public Procurement, Vesna Čavar, Head of Health Care, Ljudevit Krpan, Head of Regional Development, Infrastructure and Project Management, Duško Milovanović, Head of Property Management and Property-Legal Affairs, and Vesna Bartolović Stančić, Head of HBOR’s Regional Office for Primorje and Gorski Kotar.
