The Croatian Bank for Reconstruction and Development (HBOR) has amended the loan terms and conditions under the Urban Development Fund loan programme with the aim of its further adjusting to the needs of local and regional government units. By these amendments, financing the construction of housing infrastructure intended exclusively for lease of apartments is made possible, and the loan repayment period is extended from 15 to 25 years.
HBOR implements the Urban Development Fund loan programme in cooperation with the Ministry of Regional Development and EU Funds. The programme is financed by combining the funds from the European Regional Development Fund and HBOR's own funds.
By the amendments to the programme through the expansion of eligible purpose of investment, which now also allows for investments in the construction of housing for lease, while at the same time all current sustainability criteria have been retained, the programme is now additionally focused on addressing one of the most important challenges today - ensuring affordable housing in urban areas. By the extension of the maximum loan repayment term from 15 to 25 years, the implementation of more complex and capital-intensive projects of public interest is made easier for local and regional government units.
The first loan under this programme in the amount of EUR 5.39 million has been approved to the City of Novi Vinodolski for the construction of a sports centre.
The Urban Development Fund is a strong financial tool for sustainable development of Croatian cities and municipalities. By expanding the purpose of loans and extending the loan repayment term, HBOR has also made possible easier implementation of projects focused on greater affordability of housing and higher quality of public infrastructure.
The total lending potential of the Urban Development Fund amounts to EUR 171.9 million. HBOR will continue to actively implement the programme in cooperation with the Ministry of Regional Development and EU Funds, thus providing financial support for sustainable investments of strategic importance for urban development of the Republic of Croatia.
