The Croatian Bank for Reconstruction and Development (HBOR) and Lika-Senj County continue their successful cooperation on the implementation of loan programmes to promote the development of entrepreneurship. In the light of above, the President of the Management Board of HBOR Hrvoje Čuvalo and the Prefect of Lika-Senj County Ernest Petry, in the presence of the Head of HBOR’s Regional office for Lika Frana Lokas Mudrovčić and the Head of Administrative Department for the Economy, Maritime Domain and Transport Ana Rukavina Stilinović, signed an Addendum to the Agreement on Business Cooperation on the Implementation of Interest Rate Subsidies under HBOR’s "Youth, Female and Start-Up Entrepreneurship" and "Working Capital" Loan Programmes.
By this Addendum, the scope of eligible borrowers under the "Youth, Female and Start-Up Entrepreneurship" programme is expanded, including all entrepreneurs that invest in supported areas in accordance with the Act on Regional Development of the Republic of Croatia, hill or mountain areas of the 1st group, as well as those that invest in commercialisation of innovations. Also, interest rate subsidies are made possible for the new "Private Sector Investment" credit line.
"It is especially important for us to be accessible to entrepreneurs, which is why our Regional Office in Gospić has been operating in the Lika-Senj County for almost two decades, enabling micro and small entrepreneurs to access our programmes more easily. By the agreement signed today, we expand the volume of entrepreneurs that can obtain interest rate subsidy for HBOR loans. In this way, we further support entrepreneurship in the county", said the President of the Management Board of HBOR Hrvoje Čuvalo on the occasion.
"We would like to thank HBOR for the successful cooperation so far and for the implementation of loan programmes that promote the development of entrepreneurship, especially entrepreneurship of youth, women and start-ups in the area of Lika-Senj County. Through this cooperation, conditions have been created for expanding the number of potential borrowers for the purpose of development of entrepreneurship by subsidising interest rates in Lika-Senj County, based on which, from this year on, zero interest loans will be available to women, youth and start-ups, as well as all those that do their business in the supported areas and hill or mountain areas of the 1st group", said County Prefect Ernest Petry.
He further emphasised the news that all residents of Lika-Senj County who met the conditions for utilising a loan under the HBOR’s "Private Sector Investment” programme would be able to use the subsidy of Lika-Senj County at an interest rate level of 1 %, which would further ensure the availability of loans for the development of entrepreneurship. A public call to entrepreneurs for use with detailed description of the terms and conditions of loans and subsidising of interest rates has been published on the website of Lika-Senj County.
Loans under these programmes are approved directly through HBOR or commercial banks that have signed the agreement on business cooperation:
✔ 2 percentage points for „Youth, Female and Start-Up Entrepreneurship“ loan programme
✔ 1 percentage point for „Working Capital“ loan programme
✔ 1 percentage point for „Private Sector Investment“ loan programme
Eligible borrowers are micro, small and medium-sized entrepreneurs with investments in Lika-Senj County that have their headquarters or residence in the county.
The minimum amount of loan funds for which a subsidy can be obtained is EUR 50,000, while the maximum amount is EUR 200,000.

Terms and conditions of subsidising interest rates in 2025
In 2025, Lika-Senj County will subsidise interest rates for borrowers under HBOR’s credit lines in the following manner:✔ 2 percentage points for „Youth, Female and Start-Up Entrepreneurship“ loan programme
✔ 1 percentage point for „Working Capital“ loan programme
✔ 1 percentage point for „Private Sector Investment“ loan programme
